미얀마 군부는 폭력진압을 즉각 중단하고 퇴진하라.

  미얀마 군부가 2월1일 군사쿠테타를 감행했다. 그들은 “앞서 치러진 총선에서 심각한 부정행위가 벌어졌음에도, 정부가 이를 제대로 조사하지 않았다”면서 아웅산 수치 국가 고문 등 인사들을 구금하고 쿠데타를 일으켜 정권을 잡은 것이다. 하지만 국민들은 이에 굴복하지 않고 오히려 민주화 요구는 전국으로 들불처럼 번지고 있다. 국민들은 집집마다 냄비를 두드리고, 연일 거리에서 경적을 울리고, 집회와 시위를 비폭력 시민불복종 운동을 통해 군부쿠테타 종결과 민주화를 요구하고 있다. 

 시대와 나라를 막론하고 군사쿠테타는 무력을 앞세워 민주주의와 인권을 파괴하는 폭거에 다름 아니다. 이번 미얀마의 군사쿠테타 역시 불법적인 권력찬탈로, 어떠한 정당성도 없다. 미얀마 민중들의 대대적인 저항이 바로 그 증거다. 공무원, 승려, 의료인들을 비롯한 미얀마의 민중들은 군부를 반대하며 민주주의 실현을 위해 저항하고 있다. 

  하지만 2월 9일 군부가 집회 참여자에게 물대포, 고무탄, 실탄 등을 사용한 폭력진압으로 2명이 중태에 빠졌다고 한다. 한국의 군사쿠테타 세력이 그랬듯이 미얀마의 군부 역시 앞으로도 정의롭지 못한 무력에만 의존할 수밖에 없을 것이다. 평화와 인권, 민주주의를 사랑하는 전 세계인들이 서둘러 미얀마 민중들과 연대해야만 하는 이유가 바로 여기에 있다. 억울하게 죽어가는 사람이 더 이상 없어야 하기 때문이다. 따라서 UN 안보리를 비롯해 국제 사회가 미얀마 군부세력을 압박하고, 미얀마 민중의 민주화 열망에 지지와 연대를 지속적으로 조직하고 있는 것은 너무나 정당하다. 미얀마에서 88년 항쟁의 비극이 재현되지 않도록 막아내는 방안은 세계인의 관심과 성원을 조직하여 미얀마 국민을 外護하는 것이라고 믿는다. 세계 곳곳에서 함께 할 수 있는 실천과 행동에 동참할 것을 간곡히 권유하고자 한다.

  이에 실천불교전국승가회는 미얀마 민주화를 요구하는 국민에게 연대와 지지를 보낸다. 특히 두 번의 군사쿠테타를 겪으며 민주주의의 소중함을 누구보다 잘 알고 있는 한국 민중들은 미얀마 민중들의 정당한 저항에 진심 어린 지지와 연대를 보낼 것이다. 그와 함께 미얀마 군부에게 준엄한 경고를 보내는 바이다. 미얀마 군부는 민주주의에 대한 국민의 열망은 총칼로 압살할 수 없다는 역사적 진실을 직시해야 할 것이다. 우리는 한국 민중이 피와 땀으로 증명해 냈듯이, 미얀마도 반드시 승리할 것이라 확신한다.

실천불교전국승가회는 미얀마 국민의 민주주의 열망을 지지하며 다음과 같이 요구한다. 

 - 미얀마 군부는 즉각 계엄령을 철회하고, 쿠데타를 종료하라.
 - 미얀마 군부는 즉각 폭력진압을 중단하라.
 - 미얀마 군부는 시민사회인사들과 구속자를 즉각 석방하라.
 - 미얀마 군부는 2020년 11월의 총선 결과를 존중하고 민간정부에게 권력을 즉각 이양하라.
 - 유엔, 각국 정부는 즉각적이고 효과적인 수단을 통해 미얀마 군부를 압박하고 민주주의 
  정상화에 노력하라.

미얀마 군부는 쿠데타를 종료하고 민간 정부에 정권을 이양하라!

2월 1일, 미얀마 군부가 다시 쿠데타를 감행했다. 군부는 국가 비상사태를 선포하고 앞으로 1년간 국가를 통치하겠다고 선언했다. 이에 앞서 군부는 아웅산수치와 민간정부 지도자, 시민사회 인사들을 감금했다. 국영 방송을 중단하고 전화와 인터넷 등 통신을 차단했다. 수도 네피도와 양곤에는 탱크가 길거리에 등장했다. 이번 쿠데타로 인해 그간 군부와 민간정부가 공존해왔던 불안한 정치체제의 취약성이 극명하게 드러났다.

이번 쿠데타는 지난해 11월 총선에서 유권자 명단에 문제가 있고 이를 해결하지 않으면 헌법 폐지 등 조치를 취하겠다고 군부가 경고한 뒤에 취해진 조치이다. 이는 구실에 불과하다. 군부가 민주주의 이행을 약속했음에도 불구하고 법적 절차에 따른 문제 해결보다 다시 총칼을 앞세운 것은 미얀마 국민의 민주주의 열망을 짓밟는 것과 다름없다.

지난 총선에서 미얀마 국민은 민간정부를 지지함으로써 민주주의의 진전을 선택했다. 민의는 무력에 의한 군부의 통치가 아니다. 한국시민사회는 미얀마 국민의 민주주의 열망을 지지하며 다음과 같이 요구한다.

- 미얀마 군부는 즉각 쿠데타를 종료하라.
- 미얀마 군부는 아웅산 수치 국가자문관과 민간정부 지도자 및 시민사회인사들을 즉각 석방하라.
- 미얀마 군부는 2020년 11월의 총선 결과를 존중하고 민간정부에게 권력을 즉각 이양하라.
- 대한민국 정부, 유엔, 각국 정부는 즉각적이고 효과적인 수단을 통해 미얀마 군부를 압박하고 민주주의 정상화에 노력하라.

미얀마의 군사쿠데타에 관한 국제참여불교네트워크의 성명서 (한글번역)
"화합, 비폭력, 민주적 절차를 요구한다."

국제참여불교네트워크(INEB)에 속한, 불교도, 그리고 다른 신앙과 비종교적인 입장을 갖는 우리의 회원들은 아시아 전역과 미주, 유럽, 오세아니아, 아프리카를 포함한 세계의 다양한 민족을 대표한다. 우리의 네트워크는 자비롭고 통합적이며 철저하게 비폭력적인 접근법을 사용함으로써 평화로운 사회를 함께 건설하기 위해 오랫동안 전념해왔다. 

불교도로서 우리는 폭력이 고통을 부적절하게 다루는 방법이며, 참을 수 없을 정도로 인간을 고통스럽게 한다는 것을 알고 있다. 

미얀마에서 진행되는 상황에 대해서 우리는 화해가 이루어지고 비폭력적인 수단을 통해 민주적 과정의 복원이 이루어지기를 진심으로 바란다. 지난 며칠 동안의 이미지들은, 군에 의한 위헌적인 권력 장악에 대해 수천 명의 사람들이 자신들의 불만을 비폭력적으로 드러낸 것이다. 대부분이 불교도로 이뤄진 군대는 사람들에 대해서 공격행위로 대응하지 않는 것으로 보였고, 우리는 그들이 계속해서 그렇게 하기를 간절히 바란다. 

우리는 '민족민주동맹(NLD)'의 지휘하에 있는 민간정부, 그리고 미얀마 군부가 종교지도자와 소수민족 대표들, 시민사회 파트너들과 88세대 지도자들의 지원을 통해서 포괄적인 대화과정을 갖기를 촉구한다. 정부와 군대 밖의 그러한 지도자들은 성찰의 여건을 만들어낼 수 있고, 여기서 NLD, 특히 아웅산 수치와 군부, 특히 민 아울 랭(Min Aung Hlaing) 장군은 그들의 진정한 역할이 국민의 뜻을 대변하는 것이지, 자신들의 비전이 국민들의 지도자 또는 지휘관이 아니라는 점을 다시 생각할 수 있다. 

동료 불교도로서 우리는 그들이 미얀마의 모든 민족과 중생들의 이익을 위하여 보시, 인욕, 욕망의 자제를 실천할 것을 촉구한다. 이는 다음과 같은 장기적인 해법을 낳을 것이다.

- 정사유(正思, samma-sankappa)와 정정(正定, samma-samadhi)의 표현으로서 올바른 통치가 확고히 확립됨으로써 지역적, 국가적, 국제적 이해관계가 조화되어 타인의 착취를 피하고 민권과 인권이 제도의 일부로서 존중된다.   
- 정견(正見, samma-dithi), 정업(正業, samma-kammanta)의 표현으로서 문화적이며 이념적인 다양성과 포용성이 폭넓게 증진됨으로써, 비폭력 사회의 근간을 형성하여 미얀마가 생동하는 민주국가로서 번성한다. 

미얀마에서 해결책을 찾는 데 기여하는 교량 및 연결을 지속적으로 구축할 수 있도록 우리는 우리는 이러한 목표에 공감하는 파트너들과 함께 할 것이다.

[실천승가회 미얀마 민주화 운동 지지와 연대 영문성명서]
Myanmar military immediately should stop its violent crackdown on people’s rally and step down.

Myanmar's military launched a military coup on February 1. They detained Aung San Suu Kyi and other figures and staged a coup to take power, saying, "Even though serious irregularities took place in the previous general elections, the government did not properly investigate them." 
However, the public has not succumbed to this, and the demand for democratization is spreading like wildfire across the country. People are knocking pots from door to door, honking horns on the streets every day, and calling for the end of military coups and democratization through nonviolent civil disobedience campaigns.

Military coups, regardless of the times and countries, are nothing short of violence that destroys democracy and human rights with force. Myanmar's military coup is also an illegal extortion of power, with no justification. The massive resistance of Myanmar's people is the evidence. Myanmar's people, including government officials, monks and medical workers, oppose the military in order to bring about democracy.

However, on February 9, the military reportedly put two people in critical condition due to violent suppression using water cannons, rubber bullets and live ammunition to participants in the rally. Just as South Korea's military coup did, it is expected that Myanmar's military will have no choice but to rely on unjustified force in the future. This is why people around the world, who love peace, human rights and democracy, should hurry to unite with the Myanmar people. This is because no more people should die unjustly. Therefore, it is only fair that the UN Security Council and the international community continue to pressure Myanmar's military forces and continue to organize support and solidarity in Myanmar's people's desire for democracy. 

We believe that the way to prevent the tragedy such as bloody suppression on the 1988 uprising in Myanmar from being reproduced is to organize the support for the people of Myanmar. We will earnestly encourage people to participate in the practices and actions that they can take together around the world.

In response, the Socially Engaged Buddhist Sangha in S. Korea gives solidarity and support to the people who demand Myanmar's democratization. In particular, the Korean people, who have been through two military coups and are more aware of the importance of democracy than anyone else, will send sincere support and solidarity to resistance of the Myanmar people. It is also a stern warning to Myanmar's military. Myanmar's military must face up to the historical truth that the people's desire for democracy cannot be crushed with guns and swords. As the Korean people have proven with blood and sweat, we are sure that Myanmar people will win democracy at last.

Socially Engaged Buddhist Sangha in S. Korea supports the democratic aspirations of the people of Myanmar and demands as follows.

- Myanmar's military should immediately withdraw martial law and end the coup.
- Myanmar's military should immediately stop the violent crackdown and release civil society activists and detainees.
- Myanmar's military should respect the results of the November 2020 general elections and hand over power to the civilian government.
- The United Nations and the governments should have put pressure on Myanmar's military and make efforts to help get the democracy back on track through immediate and effective means.

The International Network of Engaged Buddhists Statement
Calling for Reconciliation, Non-Violence, and Democratic Processes in Myanmar

As the International Network of Engaged Buddhists (INEB), our members—Buddhists as well as those of other faiths and non-religious standpoints—represent a variety of peoples across Asia, and other parts of the world including the Americas, Europe, Oceana, and Africa. Our network has a long commitment to building peaceful societies together through using a compassionate, holistic and thoroughly non-violent approach. As Buddhists, we find violence an unskillful way of dealing with conflict that also leads to intolerable levels of human suffering.

Regarding the unfolding situation in Burma/Myanmar, we are deeply concerned that reconciliation be achieved and the restoration of democratic processes occur through nonviolent means. Images during the past few days have shown nonviolent discontent by thousands of people in Myanmar with the unconstitutional seizure of power by the military. The military, most of whom are Buddhist, have been shown not responding with acts of aggression against the people, and we fervently hope that they continue to do so.

We urge the civilian government under the leadership of the National League for Democracy (NLD) and the military of Myanmar to undertake an inclusive dialogue process with the support of religious leaders, ethnic representatives, civil society partners, and ‘88 generation leaders. Such leaders from outside the government and military can create a reflective space in which the NLD, particularly Daw Aung San Suu Kyi, and the military, specifically General Min Aung Hlaing, may reconsider for themselves their true roles as representatives of the people’s will, and not their own visions as leaders or commanders of the people.

As fellow Buddhists, we urge them to practice generosity (dana), patience (khanti), and renunciation (nekkhama) to engage in service (dasa) to all peoples and sentient life in Myanmar, which will lead to longer term solutions, including:

- The firm establishment of right governance as an expression of right aspiration (samma-sankappa) and right concentration (samma-samadhi) in which local, regional, national, and international interests are harmonized to avoid the exploitation of others and ensure civil and human rights are honored as part of the system.

- The wide promotion of cultural and ideological diversity and inclusivity as an expression of right view (samma-dithi) and right action (samma-kammanta), which forms the root of a non-violent society so that Myanmar can prosper as a vibrant democracy.

We invite any partners who resonate with these goals to reach out to us so that we can continue to build bridges and connections that contribute to finding solutions in Myanmar.
